New NMPA Compliance Rules Tighten Online And Cross-border Sales Of Dental Prosthetic Devices

China's National Medical Products Administration (NMPA) has released revised draft regulations targeting online medical device sales, introducing stricter compliance supervision for the domestic and cross-border circulation of common removable dental prosthetic products. The updated regulatory framework specifically covers removable dentures, PMMA provisional restorations, and custom occlusal splints, three mainstream digitally customized dental devices widely traded in online retail and cross-border OEM export businesses. The policy revision aims to standardize the rapidly expanding digital dental customization industry, rectify irregular online sales channels, and unify quality supervision standards for both domestic online transactions and cross-border import and export businesses.
Under the new draft rules, all dental prosthetic products classified as medical devices must complete standardized registration, filing and quality record verification before online display, sales and cross-border delivery. Platform merchants and dental processing enterprises are required to fully disclose valid medical device registration certificates, product technical specifications, clinical application scope and safety warnings on official sales pages. Customized products such as removable dentures, PMMA temporary restorations and occlusal splints are prohibited from blind online sales without professional prescription, oral examination data and standardized medical fitting procedures, effectively cracking down on low-quality generic products and unqualified customized devices in the market.
The revised rules also impose stricter supervision on cross-border dental device trading. Cross-border exported and imported dental prosthetic products must comply with dual compliance standards of domestic NMPA regulations and overseas market certification requirements. Enterprises engaged in cross-border dental OEM business need to establish complete product traceability systems, covering raw material inspection, digital manufacturing records, quality testing reports and customs clearance documents. The enhanced compliance threshold eliminates irregular small-batch cross-border processing businesses, standardizes the export order of China's digital dental prosthetics industry, and further promotes the standardized, high-quality and sustainable development of domestic dental lab export business while safeguarding clinical safety and product credibility.
